Allow tagging by person's id

Laura said: To tag someone in a memory, I have to type their name exactly. It's easy to make mistakes when people in my tree have similar names. Also, tagging only works for people I've previously added a memory for; otherwise I need to 1) create a tag with just their name, and 2) attach it to the person by their id.
It would be more efficient and less error-prone if I could tag by simply pasting the id number.

    Beth Ann Wiseman said: The tag selection list comes from not only the people you have previously tagged, but your close relatives in Family Tree (5 generations back and 1 generation down and their spouses) and people you have recently visited in the tree.

    So If you have visited the person recently (last 50), their name and PID will show up in the tag selection list when you tag.

    If you do tag with just a name and attach later, if you re-use the tag name by selecting it off the list, when you attach one of those tags to the tree, all the tags and associated memories will be attached to the tree person and show up on the memories tab for that person.

    Also, to select a name off the tag list, you don’t have to type it correctly or type the full name. Select the name once it shows up in your list.
