You may have a flaky internet connection and FamilySearch cannot resolve that problem.

Run some speed tests and some trace route routines to see what turns up.

By the way, we ran into similar problems a few years ago at our local Family History Center. Every time it rained, the connection problems would appear. Finally, the Church switched to a new provider and the problems went away.

In remote branch we attended last winter, they had to obtain a new provider just to get a stable internet connection of any kind.

Remember that the merge loads two sets of profiles, not just one. It is much more dependent upon a good solid internet connection between your computer and the servers used by FamilySearch.
