Tom Huber said: Probably not. This is the same problem reported for any edit field where you click on See All Changes.

It is related to your browser having too much history for the change log to load in a timely fashion.

Clear your browser's history and cache (not cookies) for all time. That should resolve the problem, but if not on the first try, go back to the screen from which you clicked See all Changes and do it again.

The crux of the problem is a timeout and once that change log is partially loaded, it will load the rest on the second try.
