It appears that film has not been indexed yet.
But the films are online. You can sign into your FamilySearch account and Click on Search on the upper left bar. Then click on Catalog, Then under Search By there is Search for: Click on Film and enter the number 1213817 and click Search. Click on Registros parroquiales, 1746-1931. There then will be a list of records which are photographed but not indexed.
FamilySearch does not have legal permission to publish some indexed records, or they are in need of volunteers to index.

The message "You may be able to view this image by visiting one of our partners' sites or the legal record custodian (fees may apply)" is an euphemism. Back in October 2019 I was told by a Staff member that its real meaning is that only Latter Day Saints can view these records.
However Brett, who I know from frequent discussions on these forums is a Latter Day Saint, is also seeing this (assuming he is logged in with his LDS account).
What I think is most likely is that to view these records, you must be a Latter Day Saint AND at a FHC and/or Affiliate Library. non-LDS users probably cannot view these records from any location. But this is just my guess. They must be available online somewhere, to some people, because if they were not available online at all, there would be a microfilm symbol rather than a camera with a key.
As Brett says, the online consultations at the FHC might be the only way to view these records during the pandemic.
