I saved a PDF in documents, but my original source was rotated 90 degrees off. I can rotate when viewing, but can't seem to make it permanent. I initially saved in general memories, in my gallery, then assigned to individuals.

Does it make a difference if I saved in gallery first, then assigned to individual?

once it is saved in pdf - that is the permanent/stored state that it will be in - off by 90 degrees if that was the way it was saved. as you stated - you can rotate it - but such rotation is not a true change to the pdf - thus it is non permanent, If you really want to have it permanently rotated - then you need to change your original file. This can be done by either rotating your original source and regenerating the pdf OR using a service like ILOVEPDF - which does have an option for page rotation

as it relates to the above - it doe snot matter whether you upload to galleries first and then attach to person or not.
