Since this is of interest to several monitoring this particular group, I'd recommend the following. For current stake technology specialist or family history center leader (formerly called director) callings, I'd strongly recommend joining the Family History Center Technical Support (North America) Group and reviewing the very recent excellent and specific posts by Ken Richins, FHC Tech Support Lead. He is also the host of that group. It is a private group and membership is limited to only those with specific and current callings related to properly maintaining family history centers, which is why I suspect he appropriately chose to post several very recent posts only in that group. They cover the issues discussed above as well as the most current guidance on upgrading of Windows 7 computers where possible to Windows 10, as well as guidance on replacement of older computers. His posts cover nearly all of the information needed on these particular topics. Those with a need to know will have many if not all of their questions answered and clarified without speculation. Responsibilities for various functions and actions are also clearly provided and follow official policy as closely as possible.

@Lee S Peterson @Anne LoForte Willson I think asking them who granted permission to use the computers in the first place is very important. If after speaking to them if you continue to have a concern you may want your HC advisor contact the Mission Office and determine whether they have permission to use the computers. If they are using the computers when there is no one else around then there could be a concern that they may be using the computers inappropriately. Another question that may arise is how are the Elders getting access to the FHC. Remember, these are young men and sometimes they get overanxious about Missionary Work, treat them with kindness and patience.

This ("General Questions") is an open forum that anyone interested in FamilySearch can participate in, so I think that perhaps this discussion may not be one to pursue in significant detail here. I think Brett had the right idea in "tagging" it to the other two groups he mentioned. But unfortunately, discussion in any of the other groups will still cross-post to this group too, so it will essentially be discussed here as well. It's really an internal issue within a Family History Center group discussion, not here - BUT, it's one that also deserves to be answered. So I'll add this:
From experience with this issue, it would be reasonable to at least say that ultimately it's a local stake president who decides how facilities in his stake are to be used. There is no conflict with the statement Brett posted from the FHC Operations Guide - stake presidents are always ultimately responsible for what goes on in their assigned buildings.
I've messaged one of the administrators to see if this can be moved out of this group altogether so it can just reside in perhaps the two groups Brett mentioned, especially since there have already been many posts on exactly this issue especially in the FHC tech support group for North America, for example. There are a number of technical issues involved among others.

I’m sorry Chris, I disagree. From what I’ve seen, this forum is where any question similar to the one Lee Peterson posted here should be asked. Especially now with all of the changes (and few specific answers) that have occurred to FH recently. A question (with a correct answer) on multiple “posts” will help any one who is seeking for an answer that may not know where (or how) to look. More correct clarification hurts no one and eliminates confusion.
As a former “Stake FH Director” I was constantly having issues like this where some FT missionaries inevitably wanted to use the computers as their personal property and would install programs, fail to log off their personal sites or change settings, not remembering the original purpose for those computers. This would occur regularly, even after speaking with the local district leader and the forgetful missionary. The Stake President counselor finally explained to the missionary, they could use the local Wards computer, but not the FH computers.
