On June 27th or 28th I was adding a source to my father's individual source page and I received a response from FamilySearch, "Sorry, the sources feature is currently unavailable. Please try again later." I have continue to try later and get the same

...response. When will it be back up and running?

Also, how can I change my father's name from living to deceased? He passed away 9 March 2020.

if the record for your father was created by you you should be able to just edit the death info and change living to deceased.

if your father was LDS you would also want to ensure the ward clerk modified his membership record as deceased. If you are not LDS then the first option should work.

In your "Browser", try "Clearing" the "Cookies"; "Cache"; and, "Browsing History", on you Computer ...

That often works; as, the sometimes the "System" STILL recognises what is in the, "Cookies"; and/or, "Cache"; and/or, "Browsing History", rather than the later/current activity ...
