Like us all Members of the Church, I have been avidly following the many 'communications' from the Church with regard to the current Worldwide "COVID-19" Pandemic.
To-date, I have seen no direct references from the Church, with regard to, the Re-Opening of the "Family History Centres" of the Church .
.
And, any such decision to re-open Church facilities, such as the "Family History Centres" of the Church, would be made by the Leaders of the Church (ie. First Presidency and Council of the Twelve); and, would ONLY be in accordance with the local jurisdictional, Laws; Directions; and, Requirements.

Plus, the various "Family History Centres" of the Church, around the World, would most likely be re-opening at different times, depending on local jurisdictional, Laws; Directions; and, Requirements

If you are a Member of the Church; then, I suggest that you contact your local Stake/District Leaders [ As I have ].

If you are a non-member of the Church; then, can I suggest that you try contacting your local "Family History Centre" of the Church, by telephone or e-mail; and/or, see if there is any advise on the "Web" Page in "FamilySearch" for your local "Family History Centre".

For our local "Family History Centre" of the Church:
.
- the Telephone is forwarded to a Duty "Staff Member";
.
- the E-mail Address is monitored; and,
.
- the "Web" Page in "FamilySearch" has a "Banner" about the "Temporary' CLOSURE due to the "COVID-19" Pandemic.
.. [ That "Banner" will be removed once the "Family History Centre" re-opens ]
.
I know that this does not help; but, I hope it puts things into perspecyive.

The opening of Family History Centers will be a local decision based on the guidelines for the area where they are located.

@Angela Cloward the Family history library stopped sending or loaning microfilms in Sept 2017, well before closures and the pandemic.

Any idea if microfilm is being loaned out? I found a microfilm reader open in my area. I would love to get my hands on some microfilm.
