Do you have more specific info on when and where Eva passed away? An obituary could reveal more, if one exists.
When you say find her, do you mean find where she is buried? Or do you mean find where she lived during her life? Or something else?
Update: Did Eva marry Arthur Burns Green? Did she have a brother Fred Howard? If so, there are all sorts of records for her, including census (both state and federal), social security, etc.
Update: Fred W. Howard died in 1963 and was buried in Hartland Central Cemetery. His obituary includes a sister Eva Green of Lockport as a survivor (available for free at fultonhistory.com) Perhaps she was buried at the same cemetery?
Update: Here's her grave:

Her brother's:

From US Census records I see that her grandparents (George and Delphine Howard) adopted her, but I don't see that her parents adopted her. What evidence do you have that her parents adopted her?

1900 census lists Eva as granddaughter with William and Hattie as parents. So William is the adoptive father I think.

Christine, do you have the DNA of any of the descendants of Eva? You could search for genetic connections to Howard's and Inman's? You would probably be able to determine if this was an adoption from within the family.
