How do I add a second burial location to the vitals section. My relative was cremated but his ashes were interred in two different cemeteries.

You can create a Custom Event, but I don't believe the system is designed for multiple burials.

I'd agree with Áine - there's only one date for Burial.
The topic of what should go in where for cremations comes up every so often, with some divergence of opinion. Some want the Burial event to be repurposed to include both Burial and Cremation, with the disposition of the ashes being in another event.
However, so far as I know, that isn't the current "official" way - Cremation is currently an Event in the Other Information section.
Disposing of the ashes (which can be ages after the date of the cremation) is also a matter of debate. Some people want to put it into the Burial, while others - like me - prefer to put it into a Custom Event. If I had your case, I would leave the Burial event empty and create two Custom Events for the interment of the ashes.
If you really feel that you must put the interment of the ashes into the Burial event, then perhaps you could just record the year and the country in the Burial event, and put something in the Reason box for the burial, saying that his ashes were interred in 2 cemeteries - then create two Custom Events for the disposition of the ashes with the exact date and place. This seems the safest way to me. (Of course, my idea won't work if the two interments were in different years or countries).
