Image 3 has 2 overlays, DEC and COA. I chose to just index the DEC. Image 4 is a duplicate of Image 3. Is this correct?

    You will index both the DEC and COA. From Project Instructions/What To Index:

    Index all documents pertaining to the naturalization process, including certificates of arrival, certificates of examination, affidavits of witnesses, and depositions. This is an exception and should not be applied to other naturalization projects. This project contains mainly certificates of naturalization stubs.

    Image 4 is indexed correctly.
