How to create a project
Is there a way to create a project (not FS official) where patrons can be involved together?
Is this the place to seek/enlist volunteers?
Is there some other process in place?

Have you looked at the Family Group Trees - Early Access option? Perhaps that would do what you want.

If you are in the US there may be a possibility to start a project with Just Serve. I'd reach out to your Stake representative over Just Serve to check it out.

You'll probably get better advice if you briefly describe what kind of project you are planning. If it is something like getting together fifty people to completely document in Family Tree everyone that ever lived in Brewster county, Texas, then I think your best bet is setting up a Google Group, a private Facebook group, or something similar. I can't think of any feature on the FamilySearch website that would work with such and we cannot set up or request to be set up any research group here in Community.
As far as collecting volunteers, I don't think posting here would ever reach the right people. To start a core group, I'd probably suggest checking in Family Tree for prominent Brewster county citizens, to continue my hypothetical example, of the early 1900s and contact through Chat everyone that has ever contributed data to these people. You will find the full list in the Change Logs for them.
If you get a group together to work on a section of Family Tree, please just have them all use their regular accounts and user names. Please do not have them create a new account with a deceptive user name like, "Official Brewster County Researcher No. 75," that implies your group is anything official.
