US, Illinois—Naturalization Records, 1912–1933 [Part E] part of document covered.
Hello
In batch 1 I have 'Petition for Citizenship' which is partly covered by arrival document, so only a part of 'P for C' can be input.
In batch 2 I have the same person's 'P for C' which is complete, so do I not input the one in the first batch and only input batch 2 form.

Cetrificates of Arrival are not indexed in Part E. From Project Instructions/What to Index:
Do not index affidavits of witnesses, certificates of arrival, certificates of loyalty, examination records, or naturalization cards in this project.The certificate is an overlay and the Petition on Image 1 will not be indexed. From Project Instructions/What To Remember About This Project:
Index only the topmost indexable record (the COA is not an indexable record—me), or the overlay, on the image. If the document behind the overlay is also a record that should be indexed in this project, do not index the information on the partially covered document.
If the COA is the only entry on Image 1, Mark it as No, No Extractable Data. If the image contains another indexable record, only index that document.Following these instructions, only the Petition on Image 2 will be indexed.

As eruthford says, it's an overlay, which is basically just another page in the "booklet" — except it's smaller than the other pages. The instructions essentially tell us to pretend it's the same size as the other pages.
