What do I do when sex of the children is not on the records and batch cannot be submitted?

The quality check shows that the sex of the children need to be registered. I am working on the Zambia, Archdiocese of Lusaka—Church Records, 1924–2019 [Part D2] [MQG6-R5W]

You will mark that field blank either by Ctrl+B or clicking on the fourth icon from the left on the toolbar.

That's exactly what I did. When I submit the batch, and the quality check is done, it picks that the sex field is blank and will not have the batch submitted. That's where the problem is.

It looks like you still have blank entries from entry 13 on. Have you tried deleting your blank entries? What happens after that?
