ERROR REPORT - Manchester (England) standardised to Pennsylvania USA

This is for "My Ann Bickerton" in collection "England, Manchester, Miscellaneous Records, 1700-1916". I'd guess "My" means "Mary" - not that it matters. The text on the index record is

"Walton Street" is on the page. "Manchester Township Central" is on the header board for the item, as is Manchester Archives. The calculated Event Place is, I presume, entirely dependent on the metadata for this collection, which I would have thought said Manchester at least 3 times (collection, header board, affiliate).
So how does the routine come up with an Event Place of "Philadelphia, Pennsylvania, United States"?
There are several Manchester Townships in the USA according to the standard places but that's not what's being chosen, which puzzles me. I could, of course, be wrong about the metadata.
