Birthplace field does not accept what is asked. When will it be fixed?

In the below record, one cannot put in the place of birth unless it is listed in the accepted fields. A month or so ago, there was a similar problem with the 2010 Ghana census and it was fixed. I am wondering if this batch doesn't have the same problem and can be fixed. the instructions say, put in the area of birth and the birthplace is not allowed unless it in the drop down list.

Ghana—2010 Census [Part D] [MQLD-GXC]

 1 issues remaining Birthplace This field is a required field.

    This is in reviewing the batch. The locality of birth is listed in the birthplace when it is indexed but in reviewing, the program kicks it out and says "1 issue remaining birth field is required." Then I just return the batch until this issue is fixed.
