When I correct the Census it will not save the change it just spins and spins will not complete the change why?

Because index correction is very complex and very, very buggy?
Which census, and what are you trying to correct?
In any case, the only solution anyone can likely offer is to try again: reload the page, see if it works, if it doesn't, go through the usual song-and-dance of clearing your FS cache and cookies and/or trying in a different browser.
