Passenger Lists of Names and Ages Only. Transcribe OR mark No Extractable Data?

I'm reviewing Passenger Lists to Queensland, Australia. Some lists have only names and ages, and some of these have been marked "No, No Extractable Data". Others have been transcribed already and are waiting for review.

The Project Instructions say:

Index all images containing a passenger list.
Mark all other images, including ship arrival indexes not including names of passengers, in Step 1: Images as No, No Extractable Data.
Indexes are images with only a name and reference information, such as page or volume number, with no other information, such as dates, available. Indexes should be marked as No, No Extractable Data.

Is a list of Names and Ages an Index?

    If the numbers are ages, then it's a passenger list. If they're page numbers, then it's an index. I would err on the side of indexing it, and hoping that the date, ship, and port information gets added in post-processing. (Presumably, they're recorded somewhere on the film.)
