I completed the indexing but after checking the work, I could not select "submit", why is that, after all the time I spent indexing?

It's because you still have blank, unused entries, as this batch will have 25 entries out of the 50 pre-set entries. To delete the blank entries, click on the trash can in your toolbar, select "All blank entries," then click Delete. You will be left with the entries you indexed and will be able to submit the batch.
