Indexing tiny towns in city directories

I'm reviewing US—City Directories, 1902–1935 [Part I] [MQG2-HQ9]

This image includes people and businesses (or at least occupations, such as mayor). The indexer began with Henry Luiken. But should I go back and pick up J Willard Caldwell, the physician? Do I skip the Farmers State Bank, or pick up D N Turner and E Christians?

    You will index Caldwell and Campbell. Business, and people in the business listing, are not indexed, as they will have their own listings elsewhere in the directory.
