Page one of the image has an overlay on the DET

Is Page two of the same image considered an overlay because the PET record

number is obstructed by the top "overlay"???

    Image 2 will be indexed, since the Oath is not obstructed. You will not index the PET; the back of the DEC covers the document.

    Image 1 is for the same person. I do not consider this type of "overlay" an overlay. Combine the info and Mark the record number blank.

    I have the same question as Eileen. I don't have an open batch to refer to….but it is common to see the same size blank paper covering only the top part of PET. I have been indexing them rather than marking the image NNED.
