"Read Only"
My husband's deceased cousin Nancy Ann Cannon KWCC-SQQ has duplicates that cannot be merged because they are both "Read Only". It has been this way for a long time. She also has a sister Mary Cannon LNKB-D9L who also has duplicates that are "Read Only" as well.

Nancy and Mary aren't read only, but their father is. Since merging them would change their father's profile, and their father's profile can't be changed, it acts as if they were read only when you try to merge them.
Though, that does raise the question of how the duplicates got added in the first place. They both died relatively recently, so my guess is that they were somehow added as living people, and then when they were marked as deceased they appeared as normal.
If that is the case, I feel like there should be some sort of system in place so that when the people get marked as deceased, you immediately get the option to merge them and bypass the read-only status of the parents, so long as the duplicate isn't read-only itself. It would probably have to only be system-detected duplicates, to prevent abuse, but I don't think the system would have trouble just checking the siblings.
All that aside, the moderators should know who to talk to (if they can't do it themselves) so I'm going to flag @Ashlee C.
