NY missing from Full Name Review list?

Is New York supposed to be missing from Full Name Review options?

From what I've read in other posts it seems like all Quick Review names will be passed to Full Name Review. I've done thousands of Quick Reviews for NY, but it has never been available in Full Name Review.
