"Viewable with restrictions" but "unavailable" at an FHL affiliate?
I have been trying to gain access to a record in a set of scans that have the icon indicating "This film is available with additional restrictions." As one would expect, if I try to look at the scans on my home computer, I get a page of blank squares, with the messages "Image Unavailable / This image is unavailable for online viewing at this time" and "Error loading image. Please try again later." Ordinarily, when a set of scans has this restriction, I can get access to it at a certain Family History Library affiliate near me (at the office of the Seattle Genealogical Society). But when I visited that affiliate, my attempts to view the scans got me the exact same error messages. A person who was working at the desk assured me that the affiliate's connection with the FHL was paid up and functional.
So why can I not get access to the scans in question? More to the point, what can I do to get access to them?
For reference, the sets of scans belong to this collection:
FamilySearch Catalog: Matrikel, 1826-1943 — FamilySearch.org
The particular set of scans that I have been trying to see is this one—although I found the same problem occurring with several other sets of scans in the same collection that also had the "viewable with restrictions" icon on them:
Matrikel - Film # 005274197 (familysearch.org)

DGS 5274197 includes records as recent as 1942. Such records are generally restricted for reasons of privacy for the possibly/probably living.
There is a project underway to split up the DGS covering many years so we may be able to see earlier records that are now hidden because there are more recent ones on the same DGS.
Heiraten (1. Bezirk, Innere Stadt und 2. Bezirk, Leopoldstadt) 1937-1938 -- Heiraten (1. Bezirk, Innere Stadt) 1939-1942 -- Heiraten (2. Bezirk, Leopoldstadt) Mai (Nr. 1) 1871-Juni (Nr. 1134) 1879

Once the DGS are split apart, we should be able to see the records that are outside the privacy limits. And, I believe that you should be able to see them now in Salt Lake City if you visit the main library. Occasionally someone who is going to SLC will volunteer to do look-ups. There are also services (for pay) available. I usually recommend checking Cyndi's List, if you want to have someone find a record for you.

It is housed in the FamilySearch main library in SLC where it can be physically accessed. But not available online anywhere. The behind-the-scenes coding and metadata in the FS catalog listing shows the digital availability for film 1223418 / DGS 5274197 as "No Access".

Áine Ní Donnghaile, thanks for the reply. The fact of the matter—namely, that records from 150 years ago should be made inaccessible because some records from less than 100 years ago have been thrown into the same batch—is deplorable, but I am glad at least to know what is going on. Does this mean that the film in question is not accessible from any FHL facility whatever? I am looking for a record from 1873: I know its date and even its number (the number of the specific record, not of the scan or page). Is there no way for me ever to see it as long as this restriction is imposed? If not, then I don't understand why FamilySearch bothers to list the reel among materials supposedly available on the Web.

I was wondering if any further details on the "project underway to split up DGS" are available? I've encountered the same issue with another film in this exact same set, trying to access the records from 1826-1874.

I haven't seen anything new on the splitting project. It will likely take a VERY long time.
