That's because page 2 is usually the Oath of Alligience for the person on the reverse of the document (page 1), which will be in the -1 Reference Image. The first page, which sounds like Image 2, is either the Declaration of Intention or Petition for Naturalization for a different applicant and her/his Oath will be you +1 Reference Image. Both images are indexed. Splitting batches this way is not uncommon. To access the Reference Images, click on the last button on the vertical toolbar.

The files for the various naturalization projects have a variable number of pages per person. The films just took them sequentially (for example A1, A2, A3, A4, B1, B2, C1, C2, C3, D1, D2, D3, etc.), and then they get assigned to indexing batches two at a time, also sequentially: [A1, A2], [A3, A4], [B1, B2], [C1, C2], [C3, D1], [D2, D3], etc. Therefore, sometimes you get two images for the same person, and sometimes, you get one person's last page and the next person's first page. You determine the indexability of each image the same way in either case, based on the document type.
