Virginia Marriage records
I had been under the impression that all the Virginia marriage records had now been indexed. However, I recently found some that are not indexed. ISince I don't see that there are any Virginia marriage indexing projects remaining, is there any way to find out what the "outstanding punchlist items" are for a locality in terms of completing coverage?

A 2020 FS blog post states that only 20% of FamilySearch historical records are indexed.
FS does not usually share future plans; we only know that certain record groups will be indexed when the projects appear in Find a Project.
Also, some record sets are indexed by outside organizations. I recall some Virginia records indexed by a local historical society, not by FS indexers.

I can't find any compiled listing for all of Virginia marriages.
Probably your best starting point is the FamilySearch Wiki page about Virginia Marriages. It lists known databases. For each database you would need to track back through the 'About this database' information to see which counties and years it includes. For FamilySearch collections, click the 'HOW TO USE THIS COLLECTION' button.
Somewhere on that page there will be some sort of explanation of what counties and years are included in that database:
Alternatively, go to the county that you are interested in and scroll down the the Marriage section to see databases that include some portion of that county's records. You can see the years are included in this listing for Brunswick county, Virginia:
