New England Seamans' Records
When there is a person on a seaman's record who is just swearing that the seaman is who he says he is, do we index that guy too?

I can't find anything in the instructions that says not to index them, but the only people it specifically says to index are the seamen, so my guess is that the seamen are the only people indexed.
