US, New York, Eastern District—Naturalization Records, 1867–1943 [Part H][MQJZ-MNN]
I am hoping someone can help me and explain why an indexer would index this way. I've saved this it in my que. The indexer indexes the first image and then uses the reference image tool/icon to bring up the next six images and index each of these as entries as additional images for the for the first image. For image two it is made No Extractable Data. This is not the first time this happened, and each time I come across this an ponder why and try to come up with an answer and cannot. I normally delete the additional (six) entries and will index image two.

Because the indexer started indexing without anyone showing him how and without trying to find out how on his own. That's why he doesn't understand what the reference images are and just does what he thinks he's supposed to do without bothering to read any instructions or tutorials.

Do people not have to do some sort of online test/quiz before they start indexing?

Nothing is required of a person before they start indexing.

Sadly no unfortunately. People will just enter info w/o looking at the PI.
