Contradictory instructions in English instructions and project language instructions

Norway, Akershus, Aker—1921 Census [M3VX-VLG] . The Norwegian instructions say to NOT expand abbreviations or correct misspellings. The English instruction say, "You should expand abbreviations or correct misspellings when you can tell what the abbreviation stands for or what the correction should be to the spelling." Which is right?
