City Directories images too faded
I tried to index a City Directories batch but the images was so faded and my manipulation of BRIGHTNESS and CONTRAST didn't help. So I returned it and tried another batch. That same batch came back again and again! So I marked it as NO EXTRACTABLE DATA, then downloaded another batch. That one also was unreadable. Can anything be done to make those images more readable? Should I be marking them NO EXTRACTABLE?

No, they should not be marked NNED. From Project Instructions/What To Remember About This Project:
Records in this project are often damaged or otherwise difficult to read. If you download a batch that you are uncomfortable indexing, simply return it for someone else to index, and download a new project. Do not mark such images as "No, No Extractable Data."1 -
Yes, index what you can see. Part D is having issues with batches that cannot be read.

If you've ever looked at some of the hard copies of these old directories, you'll understand why many images are not legible. The directories were usually printed on very thin paper and printed quickly to have them available while addresses were still valid.
There is bleed-through, image transfer (from the ink when it was wet), and other issues.

If that's the case, that project won't get done. Some names are readable, but the majority are not. Do I index only the ones I can read?
