Civil Marriage Application Date

I am reviewing the Civil Marriage records for Cambria, Pennslyvania, US, and on almost all of the records I've reviewed, the person has entered the married day, month, and year information in the Application day, month and year fields. Am I reading the instructions wrong in thinking the application indexing fields should be the day, month and year of "application made" on the record?
Here are the instructions: "For these marriage records, index the marriage application date and place as recorded. Index the "sworn and subscribed date or marriage date" on the image; do not index the filed date or the date of issue."

No where in the instructions does it say to index the application day, month and year with the married informatin on the record. Help!

    At the bottom of the last example of how to index these in the project instructions, it says: "Note: When the marriage date is available index this information in the Application date fields."

    That type of form (Marriage License Docket) gives the marriage date, so you would index that. That's the most important date. Other types of forms don't give the marriage date, so you would give the application date.
