Does a document registering the last rites of the deceased count as a burial record?

I wouldn't think so, no, as it is technically possible for a person to outlive last rites. Burial, not so much.

I would not index that as a death record. President John F Kennedy received last rites 5 times throughout his life, beginning at 2 years old and ending with his death in 1963.
