I am indexing California naturalization records but there are 2 that appear to belong to Pennsylvania naturalization records what am I supposed to do?

    You will index them. Having documents from different places is not uncommon when indexing Naturalizations.

    Be sure to enter the city, county and state appropriately as in Philadelphia, Pennsylvania, United States of America for those in the Eastern New York Project.
