The catalog entry for the microfilm of the book "Book of memorandum of births, marriages & deaths, Portsville, Little hundred, Sussex County, Delaware (1798-1844)"
indicates that it is item 7 on the microfilm 845765, (DGS 7812331) and the camera icon shows it is viewable on your home computer. I did not look at the microfilm myself, but if you scroll to item 7, using the thumbnail images, I imagine it should be accessible.
You quoted 975.1 A1 no. 19, that is the call number reference to the book which is available in the FamilySearch Library

I believe there will be differences, as the manuscript is dated 1970, and the physical book is copyrighted/printed 1986.
