Record number or page number?

In the top outside corner of the page in the image there is a number stamped. It is obvious in many records that it is a record number especially when there is a Petition of Intention and Naturalization record but in many of the older documents it is not so easy to tell. I have not been able to tell in the instructions what to do in this case. Do I index this as a record number or mark it as BLANK?

    I have not been able to find a record number on a record I am trying to index. What to do.

    If there is no record number, you will mark it blank by either Ctrl+B or the fourth icon from the left on your toolbar.
