Do I index this name?

I was indexing the city directories, and I found this entry:

I've looked through the instructions, and it says not to index a spouse if they are deceased, but Patrick isn't listed as a spouse, he's just stated to be dead. I can't find anything in the instructions that addresses this more directly. Does anyone know what to do?

    You'll index it. We index every unique name even if they are deceased or moved.
