I am working on naturalization records. Some oaths of allegiance have a blank page overlaying part of the page below the oath of allegiance, but the entire oath of allegiance, including the date on which it was sworn, is visible and not covered by the overlay. Do I index the oath of allegiance despite the overlay lower on the page, or does the overlay lower on the page indicate that nothing on the page should be indexed?

If there is an overlay, you will not index the document underneath it and mark the image as No, No Extractable Data. From the Important Details popup:

Index only the topmost indexable record, or the overlay, on the image. If the document behind the overlay is also a record that should be indexed in this project, do not index the information on the partially covered document.
