In this batch, I'm not sure how to index image 2. I'm thinking the document on the left does not need to be indexed. Is the document on the top right side an OOA and should be indexed by itself? At the bottom it appears to be an Admission to Citizenship. I'm thinking to combine all information since it is the same. David Skotnik 17 June 1904 What do you think?

    The more I see these records, the more I think the OOA and Certificate of Admission were combined, so I'd do the same. The left side reads like recommendation and a witness affidavit. I wouldn't index it.
