FHAR not showing the correct number of submitters
There are about 10 people from one of the wards in my stake who submitted names for Temple ordinances in February 2024. The names of deceased that they submitted, are showing in their individual familysearch.org accounts as either shared or reserved. However, the FHAR available in March, is showing only 2 submitters for the month of February. What might be the reasons why the FHAR does not show 10 individual submitters for the month of February?

Are they truly submitters? Note that they ate counted as submitters only if they actually print a family name card (either from their own reservation list or through Ordinances Ready) or share a name with the temple.
It is not uncommon for people to simply reserve a name and assume (incorrectly) that this is sufficient to be counted as a submission. You mentioned that these ordinances "are showing as either shared or reserved." Of those two options, only sharing with the temple will count. Sharing with family groups or individuals doesn't count, and simply reserving doesn't count.
