With naturalization records is the county included in the Record Place?

In particular, naturalization records recorded in the New England states will sometimes include the city or town, county, and state. I have noticed that the county is not included in the examples provided. For example should Boston, Suffolk, Massachusetts only be indexed as Boston, Massachusetts?

    Other than New York and New England, the record place is no longer indexed. With those two projects, the county is not indexed.
