Event Places for "Ireland, Diocesan and Prerogative Marriage License Bonds Indexes, 1623-1866"

The entry for Letitia Herbert and George Jackson has been given an Event Place of "Killaloe, County Clare, Ireland". Now, that's not particularly bad. The Diocese of Killaloe appears to include County Clare and presumably includes the place that the Diocese is named for. I happen to know that the groom lives in Co. Tipperary, in the bit of that county covered by Killaloe Diocese, which is presumably why he applied to the Diocese of Killaloe for his marriage licence but that's mostly supposition on my part.
However, there is a Standard Place "Diocese of Killaloe, Ireland" and I presume that would be a better placename for this event, rather than the place of Killaloe.
I don't have enough knowledge of this collection of records but
(a) Should the placename in this collection always be a Diocese or can it be something else?
(b) If it should always be a Diocese, would it be more useful to point the resultant placename for this collection (after auto-standardisation) to a Diocese name, rather than an ordinary place? Or indeed, should it have been indexed as a Diocesan name from the beginning (e.g. Event Place (Original) = "Diocese of Killaloe")
Grateful for any Irish expertise before I raise a change suggestion...

@Adrian Bruce1 Thank you for your query and explanation of what you see and how it seems that the place should be identified in the Ireland, Diocesan and prerogative marriage license bonds indexes. I have zero knowledge of Irish records and what the best standardized place should be. But, I will pass the concern on.

@N Tychonievich please and thanks. This collection seems to have been (recently?) affected by the placename algorithm routine. You may recall I tagged you on another thread for this record set a few days ago.
