I'm reviewing a patch that is one image, but just one entry is no extractable data. If I mark no extractable data in step one, all the other entries will be affected. How can I mark the entry in this case?

We can only mark an Image as No Ext. Data, not an individual record. If you have a record (entry) that has nothing to be indexed, then you just omit the record in indexing. So if you have 4 entries on the image and one has nothing to be indexed, then you would end up with 3 entries (records) for the indexed image.
