Naturalization records- Petition for Naturalization and Declaration of Intention

So while indexing I came across a Declaration of Intention on top of a Petition for Naturalization. The Declaration of Intention is blocking the information of the Petition for Naturalization. Would I just index the Declaration of Intention?

    Yes, when you have overlays, you only index the thing on top (if that is a type of document that should be indexed). If you're worried about whether the thing underneath will be missed, you can check the reference images: you should see that the overlay was moved out of the way in some fashion in a prior or subsequent image, so that all of the documents can be fully read on at least one image.

    Yes. From the Important Details popup box:

    Index only the topmost indexable record, or the overlay, on the image. If the document behind the overlay is also a record that should be indexed in this project, do not index the information on the partially covered document.
