I am reviewing naturalization records. The image I am working on has a Petition for Naturalization record behind a Certificate of Arrival. The CoA only covers the very bottom portion of the PfN. Instructions for these batches says not to indicate the image as "No, No Extraction Data." The instructions also say not to index CoAs. The original indexer went ahead and indexed the PfN data. What say you?

    I would not index it, since the COA is an overlay.
