Documents on top of documents

I am new to indexing and I am getting a lot of documents like the one attached. From what I have read, I should be indexing the top document. The top document is the certificate of arrival. Is this certificate part of the Declaration of Intention? Should I do them together? The certificate blocks other important information on the Declaration of Intention.

    Specific to the indexing projects, as far as I recall, certificates of arrival are not one of the types of documents that are being included, so from your screenshot, only the Petition would be indexed. (But please look up the project instructions in the indexing tool to check up on me, particularly the "what to index" section.)

    If you look through the reference images, you should see that the preceding or following image has the arrival folded over so the Declaration is on top, and somewhere probably before that image, there should be one where the prior petitioner's Oath is fully visible. That is, this same "spread" would have been filmed three different ways, to show all four documents in full on one of the images.

    One more thing, that declaration underneath the smallest overlay and the oath of allegiance (the larger page) underneath that will each get indexed in another batch. 😎
