When I click on the item, it says the item is not found.

Link works fine. It does require access from either a FamilySearch Center (FSC) or Affiliate Library (AL). That's what the key above the camera indicates.
I'm at my AL this afternoon, and the DGS opens without issue:

Are you sure of the Film/DGS number? You've cited 2 different numbers.
823652 is available only at Salt Lake. That's what the film reel indicates:
