Missing naturalization records

In the film/digital notes section, the 7th entry down is for volumes C-D, and includes a note that volumes A-B are missing.

Does that mean that the film is missing? Or does it mean that the physical books could not be filmed because they have gone missing from the county's archives?

I need a record that is likely in volume B, but I'm not sure if it's completely hopeless or if might be able to find a copy somewhere else. Thanks.

    Thank you for putting in the link. After looking at the notation, my guess would be that volumes A-B were either missing or unavailable when the team was digitizing the records.
