If the age was less than one year, then it’s the age in months expressed as a fraction of a year. For example, 3/12 would be three months. If less than one month, it’s the age in days. At least that’s what the instructions for enumerators said for the 1880 census.

@Jay Heber Alldredge Yes, that is a fraction as @EricShelton explains for either months in a year or days in a month example 12/30 is 12 days and 2/12 is 2 months. Index either/both as Zero, like this -0- 😎
