Indexing other family names

In project: US, California—Naturalization Records, 1903–1991 [Part A][MQFS-HKM]

It mentions not to index anyone else on the document outside of the principle person. This would include NOT indexing spouse or children that may be mentioned on the document. Can someone confirm to me if my understanding of this is true? And if so why? It seems as if I have indexed those other names in other projects, and I don't understand why I wouldn't here. It even mentions to NOT create a separate record for those people although there is an additional blank entry for each entry in every batch.

Could someone explain and confirm this for me just for additional clarity and insight? Thanks

    You will index the spouse's information in the spouse fields but not the children. The children can be seen by the researcher when they view the document.

    Indexing projects are always a tradeoff between the amount of information entered into the database versus the amount of time it takes to do so. The people in charge of this project opted for a bit more speed than content, likely because the images are freely available on FS, so the researcher can get that other data easily once the record has been found using the primary person's information.
