You don't do each page twice. Most naturalization projects are done on a one-document-per-image way. Two entries per images means that there is generally an Oath of Allegiance on the first entry and at Petition for Naturalization on the second entry. These are more frequent with the New York Naturalizations, but they do happen in other Naturalization projects.
There is not a record number on an Oath. Yeah, there is the naturalization number, but that is not the record number. Record numbers are usually found in the top left or right corner of the document, like this. Keep in mind that zeros that are in front of your number are not indexed.
If you are working on a one-document per batch, you'll remove the excess entries, before submitting the batch. To do this, go to the trashcan on the toolbar, then select "All blank images", then click "Delete."

I don't know why I can't get to submit unless I fill out both pages. I am working in California Naturalization.

I went back and did 3 more. When I put all of the information on page 1, I had to delete each field one at a time. The window popped up about nothing retractable so I submitted, it went through. Hopefully I did it correctly. It would not let me go to trash can and delete all fields.

If they are 2+ images in a batch, you have to index the entire batch. If there are 2+ entries per image and you've entered something in the second or 15th or 100th, it will only delete blank entries, leaving the entries that have a character in them (this could range from a simple "Q" when you try to tab down the entry or something as complicated as a full entry). To delete these, you can either choose "The current entry (Entry X)" if you are on that entry or by Ctrl+B with the entire entry and then going back and clicking "All blank entries." Exact duplicates, while you can technically submit them, will only be deleted in reviewing. The more you work a project, the more you'll know of when/what you can toss. Having done multiple years of indexing and reviewing Naturalization records, I know when to toss the extra entries.
